Disaster - current figures show 3 dead and 7 injured. Is this a disaster at present?
Post Disaster/ Pre disaster - Post earthquake, tsunami warning 95% of residents to lose power. Due to efficient warnings, people living near the coast were evacuated successfully and no deaths have been recorded.
