Is China making a new pro natalist move?

Population policies are never static as they must adapt to changing population structures. As the impacts of China's rigorous and controversial one child policy begin to show, the government is now having to consider a total policy shift to correct their elderly population structure. 

China now has the smallest birth rate in the world and this is fast becoming a concern for the Chinese government which is ironic as ten years ago they saw it as one of their biggest achievements.
